Abstract

This article shows a model to generate Consciously-Ethical Organizations and thus achieve Corporate Social Responsibility, all promoted and stimulated by policy making. Having organizations with a CSR focus, helps the State to achieve its main goal: the common good. Although it may be contradictory, the model aims to show that the sum of the voluntariness derived from the To BE and the consciousness in the organizations, responds favorably to a binding regulatory framework to obtain the welfare of the stakeholders.
