Proposal of an integral social development policy for Guanajuato state

Poverty and inequity demand an integral policy. The conventional public policies are inefficient because they have a parceled vision of reality, besides the governmental interest on the authoritarian control. Poverty and inequity are related with a deficient democracy. The permanent violation of the human rights set is one of the major obstacles for social development. A great deal of problems is due to the subordination of social, politic and environment life to the dictates of the economy. Destruction of nature is a vital matter which continues to be relegated to a second stage. Guanajuato state is scenery of serious deterioration, with deep effects on the climate, life and health of population, because the water overexploitation, contamination and depletion, in a region with a severe water crisis. The power and wealth concentration in a minority and the violation of the human rights of the majority, auspicious the lack of engagement. The sectorized public policies constitute a wrong approach, because reality is a complex interaction of factors. In all Latin America exist thousands of emancipatory projects of solidarity economy and environment restoration, based on the selfmanagement with the organized society. Nature is not an inexhaustible source of resources. It is required an integral policy with a socio-environmental perspective, based on scientific knowledge, not on economic interests
