This article aims to comparatively analyze the local Friendly Cities Program for Children with Friendly Cities for Children, sponsored by UNICEF. The interest of this work is to check if the Mexican state via municipal governments, offers public programs through which becomes effective guarantee its commitment to children and adolescents (NNA) the exercise of their human rights enshrined makes twenty years in the Convention on the Rights of the Child. Although the agenda of the world organization can not be said to be a panacea for local government programs, if it is to prove that the Mexican program is even further from the NNA recognize ownership rights.
