Towards a public policy of consultation and participation of the urban indigenous population with a human rights perspective and an intercultural focus

The importance of having a framework for international standards is highlighted, as well as the concepts of public policies and interculturalism in order to study in more depth the public problems that exist in the city of Leon, Guanajuato, Mexico, regarding the participation and means of consultation by and with the indigenous urban population. To strengthen the aforementioned rights of consultation and participation, reference is made to what is established as international standards by the corpus iuris of the International Human Rights Law. This research concludes by outlining elements which may be used in the elaboration of public policies for participation and consultation by the indigenous urban population, according to international standards that have established indigenous community rights with an intercultural focus.
