Abstract

The public and international debate arose due to the struggles of directly affected communities, who denounced their lack of participation in decision-making regarding the projects being implemented in their territories and, on the other hand, the consequences they suffered due to the forced displacement. This initially helped the debate, which was wondering not only about the consequences and how they could be avoided, but also the objectives of the infrastructure works. Are dams the best way to generate energy and supply?
