Every democratic state must build a social base that, with substantive equity and equality, fosters minimum conditions for coexistence on an equal footing, social cohesion and the identification of groups and individuals with society. Emphasis is placed on the need to implement public policies with a gender perspective across the entire social and governmental structure, as well as on the mechanisms that make it possible to eradicate the inequality, exclusion and discrimination gaps that prevent women and girls from having the legal and de facto conditions for their development and integral social insertion as active and self-determined subjects, not as objects subordinated to cultural patterns assigned on the basis of their sex.
