Studies on democracy today focus on measuring its quality. This trend establishes dimensions that measure the quality of democratic systems. The approach assumes the existence of different degrees of democracy. This essay appeals to the analysis of the structural, political and economic causes, specifically for the Mexican case, that provoke the low performance of the democratic system. The measurement technique is insufficient if policies are not adopted to modify the root causes of citizen dissatisfaction. A causality analysis must be added to the measurement approach. It is not enough to measure in order to improve. Not everything that is measured improves.
