The official citizen participation in León
The risk of PAN's legitimacy and permanence

When Vicente Fox Quesada was elected President of the Republic, the idea arose that the "guanajuatization" of Mexico would take place, which meant that the public policies implemented in the state could be reproduced at the national level. However, something went wrong, and today the National Action Party (PAN) is in serious danger of ceding the federal government. With this experience, León is one of the clearest examples of the capacity that a municipality can have to lead its public administration, to innovate forms of management and to allow social participation in government processes. However, there are several local non-governmental actors who consider that, although in the nineties it worked on the basis of a technocratic government, today the government of León has moved to more political than technical forms, simultaneously abandoning the possibility of integrating citizen participation in a real and definitive way, which is ultimately a risk to maintain its legitimacy as a government and as a political party.
