There are classic and recurring conclusions to all coffee talks on politics, as ambiguous as plausible, that allow us to put an end to political issues and move on to soccer: "the problem is corruption" or "we are a people that lacks education" are some of them. The one that interests me now belongs to this category: "the problem is that there is very little citizen participation". Anyone who affirms the above says it with certainty and his interlocutor has no choice but to respond with an affirmative monosyllable.
