Abstract

In the last thirty years we have witnessed and participated in a reconceptualization of the modern State, specifically in the role it plays within the political-economic system, both in local or domestic societies and in what we know as global society. It is against this backdrop that citizen participation and action pose new challenges in the conduct of contemporary democracies, in which the citizen and his or her actions tend to be limited to that of a consumer of goods and services.
