Abstract

With the approval of the Estatuto da Cidade, many instruments have started to incorporate the urban politics in the Brazilian cities. In the case of Fortaleza, it is important to note that some of these instruments were more accepted than others, because of the varied interests of the property market. As an example of this situation, there are seven Urban Operations that were approved in opposition to absolutely none ZEIS regulated. Another point that is also posed is that every operation approved presents a deficiency of the minimal demands predicted on law, showing the dissociation between the objectives once predicted in the Estatuto da Cidade with the reality of a patrimonial society. The scientific methodology adopted consists, primarily, in the bibliographic revision of authors that speak on the theme, in the study of the specific urban laws and in the systematization of the laws of the approved SUO’s.
