Despite the reform that elevated human rights to constitutional rank in Mexico, the lack of guarantees for the exercise of these rights persists, the power that this reform should reflect has not yet translated into higher standards of respect for human rights and the insufficient response of the State forces citizens to systematically suffer the consequences of high levels of impunity. This situation produces, in the midst of crises, fear, indifference, but also short-term and long-term social organization, clearly mobilizing numerous and dynamic citizen agendas that frequently contrast with the poverty of the strategies established by the different levels of government and with the criminalization of denouncing voices.
