Conceptual bases for building a municipal public policy with a gender perspective

This article proposes a discussion about the different ways of understanding public policy and chooses to interpret it as a process of political interaction between the state sphere, understood as an institutionalized system, and civil society.
The gender approach provides a necessary shift that places it as an intentional decision that considers the existing inequality in society and demand a public action, with all the implications and difficulties of the relationship between the municipal authority and the actors of civil society.
The conclusion points to the need for a more sophisticated model of public policy that addresses the complexity of social problems such as gender inequality and its continued inclusion on the public agenda.
