Os desafios e fronteiras da inteligência artificial na ação humanitária

Este artigo examina o uso da inteligência artificial (IA), big data e mineração de dados na ação humanitária desde uma perspectiva crítica e decolonial. No contexto global contemporâneo, em que os conflitos armados não internacionais superaram os internacionais, e onde as crises humanitárias estão interconectadas com o deslocamento forçado e a degradação ambiental, é necessário complexificar a legitimidade e a efetividade da IA sob os padrões normativos do direito internacional dos direitos humanos e do direito internacional humanitário. Ao longo do artigo, são apontados vários desafios éticos e operacionais da IA, entre os quais se destacam os seguintes: o monopólio do Norte Global no desenvolvimento e uso de avanços tecnológicos, a adaptabilidade sociocultural da IA e os possíveis riscos associados às suas pretensões de infalibilidade.
